The City of St. Helena has received notification of a nationwide zoning and planning scam targeting government entities. Threat actors have been masquerading as local and county planning and zoning departments to extract illegitimate land use application renewal payments from local businesses and residents. These scam emails appear to originate from a non-government address ending in "usa.com". For further information please review our website: https://www.cityofsthelena.gov/245/Building-Division
New users must “Setup an Account” at the top of this page. Architects and Design Professionals must create a “Public” user account.
Public Users (NON-CONTRACTORS): click “Setup an Account” above to create your account.
CONTRACTORS: you will receive your login credentials for the portal when you register your contractor license with the city.

To apply for Building permits, Fire permits, and Public Works permits, please select “PERMITS” and choose from the dropdown list under type.
To apply for Planning applications including Design Review, Conditional Use permits, and other Planning permits, please select “APPLY” under “PROJECTS.”
To view or schedule Building, Public Works, and Fire Department Inspections for an issued permit, please select “INSPECTIONS.” You must have a user account or be a registered contractor linked to the permit number to schedule your inspections.
**APPLICATIONS SUBMITTED AFTER 4PM ON FRIDAYS WILL NOT BE REVIEWED OR PROCESSED UNTIL THE FOLLOWING MONDAY, WHEN STAFF IS AVAILABLE.
